The North Karelia Europe Strategy represents the guidelines for internationality development in the region until the year 2010. The Regional Council of North Karelia has created the strategy in close co-operation with the key actors of the region during the years 2003 - 2004. The aim was to raise awareness of the possibilities of international co-operation and trends of globalisation.
The strategy is an amendment to the Regional Development Strategy POKAT 2006 focusing on international issues and developments. The vision of the strategy lays special emphasis on living, working and entrepreneurial dimensions of internationality, as well as on networking and on the international image of the region. Although named as a North Karelia Europe Strategy these guidelines address a broader territorial scope than merely Europe and is more of a declaration of general internationality.

These eight foci summarise the specific features and the preconditions of internationality development in North Karelia. Due to the nature and timeline of the strategy these foci are more visionary rather than representing a concrete action plan.
The aim of the Strategy is to impact upon the general operational environment within the region and therefore the public sector is responsible for its main implementation. The Regional Council of North Karelia has implementation and monitoring responsibility for the strategy, which is to be done as a part of the Council`s regional development work. Also, a separate monitoring committee has been set up and the Council organises an evaluation seminar annually. The strategy is to be revised in early 2007.
